This project is a staff-level modification request to an approved Senate Bill 35 streamlined ministerial (no public hearing) housing project (DR20-0001 - El Dorado Senior Village). The project is located on the south side of Pleasant Valley Road, approximately 600 feet west of the intersection with Koki Lane in the El Dorado - Diamond Springs Community Region, Supervisorial District 3.

- The original 2020 approved project comprised 12 two-and-three-story residential buildings (145,966 sf), a clubhouse, an office, and two commercial buildings for a total of 159,966 sf with 149 units. This project was reviewed and approved by the Planning Commission. This original project also included 50% affordable age-restricted housing units.

- An approved 2021 Director-level revision to the 2020 project comprised 18 two-and three-story primary residential buildings (total ~136,789 sf) and two community buildings (3,841 sf each) for a total of 144,471 sf with 149 units. This revised project also included 50% affordable age-restricted housing units.

- The proposed 2025 modification would again change the site plan to propose two (2) three-story residential buildings (62,586 square feet (sf) each) and two community buildings (2,730 sf each) for a total of 130,632 sf with 144 units. This development would occur in two phases, each phase including one residential building (72 units), one community building, and associated improvements. This proposed project modification revises the affordability contribution to 100% affordable age-restricted housing units, with the following Area Median Income categories: 50 units at Extremely Low Income (0 - 30% AMI), and 92 units at Very Low Income (31 - 50% AMI) deed restricted for the next 55 years.

The Applicant seeks SB-35 Director-level approval of the proposed modification request. The current modification request was initially received November 19, 2024, and was denied on January 30, 2025. This updated request was received on March 7, 2025. Only objective standards adopted on or before the submittal date in 2020, may be considered for this review or subsequent revisions or modifications, as confirmed with HCD. SB-35 provides timelines for streamlined review. Planning staff must determine if a project is eligible for streamlining within 90 days of application submittal for projects of 150 or fewer units. If a project is found eligible, then a typical building permit review may result in approval and subsequent construction.
