Project Description

A proposed Specific Plan (SP25-0001/GPA25-0001/Z25-0004) to amend the R&D land use and zoning on a portion of the 97.74 acre site to include 13.15 acres of commercial; 5.82 acres of multifamily residential; 14.76 acres of multifamily residential/commercial flex; 1.77 acres of park; 24.34 acres of open space; with 7.06 acres set aside for infrastructure (drainage channel and roads). The remaining 30.84 acres are retained in R&D land use and zoning. The project site is currently zoned Research and Development (R&D) in the El Dorado Hills Business Park, identified by Assessor’s Parcel Numbers (APNs) 117-210-047, 117-210-048, 117-210-049, 117-210-050, 117-210-052, 117-210-053 and 117-210-054, and is located on the west side of Latrobe Road, north of Golden Foothill Parkway, in the El Dorado Hills area, Supervisorial District 2. [NOTE: Since the time of application submittal, the APNs listed on the application page and in the Draft Specific Plan packet have been updated as a result of approved Tentative Parcel Map/final map, P22-0009. The perimeter of the project site is unchanged, only the interior parcels changed as a result of the approved parcel map. All project exhibits will be updated to show the current APNs and parcels, which are APNs 117-210-048, 117-210-049, 117-210-050, 117-210-054, 117-210-059, 117-210-060, 117-210-061, 117-210-069, 117-210-070 and 117-210-071. A Pre-Application and Board of Supervisors (BOS) Policy J-6 Conceptual Review (PA24-0009) for a new specific plan located within El Dorado Hills Business Park was heard by the BOS on March 4, 2025. The proposed Specific Plan would include a mix of R&D, Commercial and Multifamily residential units. The project requires a general plan amendment from R&D to AP - Adopted Plan.
