This is a staff-level streamlined ministerial housing application for Green Valley Apartments, an affordable housing project that seeks to utilize Assembly Bill (AB) 2011 to provide 100% deed-restricted affordable housing, comprising a total of 128 apartments, with 127 of the apartments reserved for low-income households, and one (1) manager unit, on commercially-zoned lands. The project site, identified by Assessor’s Parcel Number 115-410-011, consists of 4.93 acres, and is located within the southwest quadrant of Green Valley Road and Bass Lake Road, directly north of Foxmore Lane, in the Rescue Area, and Supervisorial District 2.
On October 10, 2025, the California State Legislature passed AB 893 (Government Code 65912.103.5), which became effective on January 1, 2026. The new law states that when the local government is determining whether a property or site satisfies the eligibility criteria for AB 2011 streamlining, the local government’s review of the property or site is limited to the area that is physically disturbed by construction and shall not include other adjacent or non-adjacent areas of the property or site that are not physically disturbed.
