The applicant has completed the SB 35 Notice of Intent (NOI) / Preapplication (SMH-P25-0001) process, which includes a public meeting and tribal consultation. Public hearings may not be required for an SB 35 project, though state law requires a public meeting for an NOI when an affordable housing project is located in a low- or moderate-resource area. This project is required to be considered by the Board of Supervisors within 45 days of NOI submittal and was heard on August 26, 2025. Tribal consultation was completed on September 5, 2025.
